    Re reversing into a driveway I think it may be the case that PSV drivers are not allowed to do so without a second person qualified in guiding them back.

    If the woman has mental or physical problems herself ( and since the OP says that police have been called to talk to her in the past the former may be the case) then there is some excuse for her behaviour, but if she knows that is the time the bus will inconvenience her she will just have to get used to it. Much as the rest of us have to get used to getting stuck behind a bus or a tractor or caught at traffic lights on the way home.

    I didn't say it can't be, i just said it is not (meaning it is not the same as). Is English difficult for you?

    Plus the neighbour obviously gets out etc. so is not the same as in your examples.
