  • Fundamental, yes very very fundamental changes are afoot. The old 'means testing' .. .. where an individuals needs were assessed from a start point [ minimum / many / benefit(s) ] and added to with a whole spectrum of other existing add~on benefits, individually tested is on its way out and will be completely out within just a few years. The new model is a [ maximum / single/ Universal Credit / benefit ] benefit with elements deducted. Put simply there will be one single method of withdrawal of benefit from a maximum figure, reduced by different amounts [ elements ] the thirst for the desire to make work pay, even for the poorest worries me. How technically this can be applied to the disabled without a collision with those of complex needs falling into the 'catch all' of the PIP descriptors even with the help of the Tribunals eludes me.

    Its more tha DLA, and they all cross~infect each other :

    - Universal Credit
    - Dla / PIP
    - ESA
    - Housing Benefits
    - Child Benefits
    - CPI Indexing
    - Child Tax Credits
    - Winter Payments
    - Conditionality
    - Mortgage Relief / Support

    Worrying times folks .. .. .. !

  • Well richie there's no point getting all panicked and het up over PIP. There's not stopping what can't be stopped, no killing what can't be killed. If it proves to be too problematic then there will be a bit of a fuss and uproar.

    A lot of charities seem concerned that the "supervision" part has gone in PIP and it has become a narrow box ticking exercise. I am just waiting for news stories of Schizphrenic turns to crime as DLA stops or Autistic man dies through lack of supervision once given by DLA.

    Arguably the descriptos for ESA are better/easier than these for PIP. Quite an incentive for a working DLA claimant to give up work and apply for ESA instead. I assume PIP will be the passport to Working Tax credit which could be impossible to achieve under PIP criteria.

    From 2013 - 2015 there will effectively be two systems running in tandem.

    timetable is:

    October 2013 and April 2014, 1/2 a million new claimants will receive universal credit in place of jobseeker's allowance, employment and support allowance, housing benefit, working tax credit and child tax credit at that same time phase one will put a~n~other 1/2 a million existing claimants + / partners and dependants, ) will move on to universal credit unless significant change / birth of a new child.


    April 2014, phase two will give prioritise households who 'benefit most from the transition' / working tax credit claimants who currently work a small number of hours a week but 'could work more hours with the support that universal credit brings' Altogether 3.5 million existing claimants will be transferred onto universal credit during this second phase.


    Dec 2015 - 2017 another 3 million households transferred to universal credit by local authority boundary with a focus on safeguarding financial support, such as housing benefit payments to claimants as the old benefit system winds down.

    Their new right to work law comes in [ no available jobs in the economy though ] but along with it is the right to be made to work [ Workfare first tried by Maggie ] here the claimant signs an agreement / formal signed statement agreeing to both requirements of him / herself and penalties [ withdrawal of benefits under the 1985 German YTS / ET Model ] like I said bad .. .. .. times ahead.

  • Hmm, PIP starts Oct 2013? Could be good news for me as my HRM DLA runs out in (I think) Jun '13. So it may mean I get away with the DLA descriptors. As someone else said about crutches, I'm the same, I have to use crutches and it isn't easy by a long way. For example I cannot hold a basket or push a trolley on crutches, so cannot go shopping, even just grabbing a loaf of bread from across the road is hard work.

    I showed the pip descriptors to my cardiologist today and he's disgusted. In 2013 I'll still need watched from waking to sleeping so how am I going to access this (I'm assuming 15 points will be the minimum since that's the threshold for everything).

    On reading the epilepsy notes just before the descriptors though it would appear that if I can't do it safely then I can't do it at all, does that mean I get full points for preparing a meal, going to the loo and bathing and grooming?

    Why is this so blooming difficult?

    One important point. One of the reasons why I have been awarded the high rate of care for mental illness is because I meet the criteria-

    "You need constant supervision throughout the day because you might cause danger to yourself or others. And you need someone to be awake to watch over you throughout the night because you might cause danger to yourself or others."

    I also get the low mobility rate as well as the high rate of care.

    But under the new PIP rules the need for constant supervision and someone to watch over you day and night is not included. It is not even mentioned. It seems to focus only on tasks and that is the most worrying. As even though a person may need constant supervision thought the day or night or day and night. And someone to watch over them day or night,that criteria is not counted or included in PIP at all.
