You make a good point but.......
Unless it is a TT earthing system (whch I doubt) the house is unlikely to have an RCD as a main switch.
There may be no RCD at all.
On a split load board the RCD usually protects the sockets, electric shower etc. Lighting circuits and smoke alarms should not be wired via the RCD. It is possible that the OHs bathroom fitter has fallen foul to a lighting circuit.
I would concurr with Bob Property. Get the council back and let us know how you get on.

I was asking questions that had not been raised,and didn't really want to jump into details.
If it's a TT system and the Earth Electrode has become loose or broken completely then this could also cause the shock effect.
There may have been a time delayed split load system though
. My money is on the nicked cable under the bath:)
In any cas i'm worried about Wanty, the last post from her was at roughly 4:30pm when she sent a thanks. Has she fallen foul to the dangerous bath?0 -

If the cable is "nicked" and bare conductor is touching the bath you will get 240 on the bath. A little nick doesn't give you a little voltage.

Correct, which is why you can get a little tingle in some situations and a fatal shock in others.
The lower the resistance, the higher the current. Remember from your school physics V=I x R
For example I once overlooked to isolate the main lighting circuit before removing a light fitting, I bet I'm not the only one. I did get a buzz from the contacts. I was standing on a ladder that was in turn on a wooden floor inside. The floor was at 0v potential and the fitting was at 240v. However the resistance in the total path (including me) would have been quite high. Had I been standing in a puddle of water outside in bare feet I'm sure it could have been a more severe shock.
What Wanty is experiencing IMO is a 240v potential difference. The only reason she and various members of her family are still alive to day (we hope) is that the whole circuit that the relevent human forms a part of has a high resistance. It seems it was a fault with the kitchen light directly below, I don't get a shock when it is switched off, but it was us that figured this out. Took me ages to find someone, managed to get a lackey, who found the gaffer, who agrees with us. No sparky about though :rolleyes: Only one sparky on a 70 house job.
I love the idea of emailing the council :rotfl: although, to be fair, its actually a subcontractor doing all the work. A rather well know company according to their website.
