Inform the council. Put it in writing. Get a name. But above all, get it sorted. This is a potentially lethal fault!

also Bob, you aren't right mate, baths need bonding, always have. the taps often do not actually touch the bath itself anywhere(top hat spacers/washers etc. breaking contact.)
Also Corgi is not required and simply joining the corgi scheme shows no better understanding about the earthing of baths etc. Corgi is a con, much better to get a competent installer.
The problem is an earth leak(i'm guessing), which is a pain to find but it is findable by a good spark. My mum has an earth leak in her house i found when installing her bathroom, cut through the mains pipe and as soon as it split I got a shock, did the rest of the mains pipework with a set of jump leads on teh pipe! lol
Also, to the poster who said plumbers don't re-attach earth bonding straps, that's not true, I always RENEW the earth bonding on any pipes I have removed them from. It's sad that some undesirables tarnish the good name of the trade.
