Apparently my former trust deed passed over active ppi claims onto Red Star when my trust deed ended. TSB paid out last October and now I’ve been hit with a bill for £745, I haven’t signed anything with them and am angry that trust deed passed anything onto them without telling me. I don’t know if I should pay this bill.

You need to dispute this with the trust deed and the firm - if the people who did the trust deed did a PPI complaint on your behalf using a third party, they should be paying the fee. Don't pay unless you have to e.g. a CCJ, but don't ignore it either
