    They don't have to serve you though, then what happens? It's scummy behaviour regardless.
    Depends on store policy and in its absence accepted social practices. In Dubai this is (or was a few years ago at least) perfectly acceptable. The stores were happy for people to do this - so no problem.

    On the other hand if the store says no, or the store says nothing and social custom says no then you are right it is scummy behaviour.

    There is a difference. If they leave the fish lying around in the store it will be wasted as well! Half a fish wasted so somebody can steal a knob of butter?

    I used to volunteer at an Oxfam shop. We used to get people pulling buttons off or removing the price tags trying to get things cheaper! When we dismantled the fitting cubicle ready for a refurbishment, we found dozens of price tags hidden behind the mirror! We put silicone sealant around the edge of the mirror after that!
