I would question how much you know about M.E if you think people go into remission. M.E is a fluctuating condition therefore you can never say how you are going to be one day until the next. I am moderate severely affected. I spend 90% of my time lying down in bed and I am in constant pain. If I do manage to walk that increases my pain to pain and stiffness. I have a "good day" like a "normal person" probably once every six months. I think you are either ignorant or very misguided. There is no such thing as remission in M.E. Once you have it, you have it, you just have a fluctuation in symptom severity and anyone who claims otherwise does not have neurological M.E.

Contact the local council, some even have desk based assessments, Most LA'S do not need doc signature0

Absolutely right, and no need to involve the doctor. As Ted explained, go to your Local Authority, and request a form for a BB. Complete that, and return it with supporting evidence (letters from hospital for appointments/treatment etc).
You'll get a call asking you to make an appointment, and it's helpful to take your Mum's prescription counterfoil with you, even though you have to list medication on the form.
