It does look a lot like it.
To me - I think it needs a decorative fence (with gate in) put right across in line with that concrete on the ground.
To differentiate which bit of garden is just the owners and - more to the point - to keep out all those bins that obviously look like they belong to people in the main property. I certainly wouldnt want someone else's rubbish bins lined-up all alongside my house. I'd have visions of having to move them away from my property at regular intervals and maybe not even being able to find an alternative location that wasnt bang in my view. Though I guess a new owner could always get some VERY big and VERY heavy plants in pots across where a fence should be and that should deter those bins.0 -

There's no land with it; just a designated parking space and the rest is communal.0 -
The point I'm making is that "someone else's" dustbins are there right by that persons home being an eyesore.
Of course - there may be another way of preventing eyesores right by the side of one's home. But that was the first thought that came to mind as to how to prevent that happening.
EDIT; The sort of thing that would be suitable being say a heavy-duty portable fence (ie with heavy-duty wheels on).0 -
My DD used to do Weston Park to Ralph Allen most days. That's 3 miles each way'less than 3 miles from the city centre' :rotfl:

We'd give her the bus fare, but she'd trouser that and walk it , unless it was chucking it down.
She wasn't alone; a few of her mates did similarly. :A0
