Being around your gf's age, I'd agree with the spa day idea. I recently went to the Sanctuary in Covent Garden (https://www.thesanctuary.co.uk) which was heavenly. They do day packages - I had a Champagne Bliss day which was membership for the day (inc use of the various pools, saunas etc), one treatment from a choice, brunch with champagne and a gift set to take away, which was £120 - they have various other combinations of treatments/lunches etc. There's a promotion on at the moment which is £99 for a package but looks like it's only valid until 30 June, don't know if that's when you need to book by or when you need to go by. Depending on where you live you might just have enough of your budget left for the train fare to London, if you're not there already!
Otherwise... I wouldn't want my bf to buy me jewellery as I don't think I'd like his taste. He once arranged a surprise day of falconry (at the Hawk Conservancy in Andover) which was great fun. I think a weekend holiday would be difficult for under £150 for both of you, but Eurostar sometimes do good deals on daytrips - have been to both Brussels and Paris for £59 each return which would leave just enough for lunch at a cheap cafe (cheap won't matter as it's romantic, and when in Brussels you just want the chips and waffles anyway). Again you'd need to get to London, and make sure she has a valid passport first!

If she wears jewellery i would suggest a pretty bracelet or necklace so she can keep it. My daughter is turning 18 next month. We have bought her a laptop computer. A lot of money, but should last many, many years.
