This sounds just like my oh's ex (apart from the cheating bit) The difference is, he always paid, and moved heaven and earth to see the kids, despite her being a piece of work, the heartache, and her putting every obstacle and pouring poison in their ears!! No one reading here would know for sure just from what I type, I have made my posts and on the information op volunteerd, he helped me make opinion that he is not a 'nice little boy'
I remember what a relative once told me, to be a good liar you have to have a good memory. If you have a poor memory you will get caught out. Hence he never lied as well would trip himself up and was better than that anyhow.

I could have gone after this and that from my ex as in his pension that was amassed when we were together, I didnt, because thie rule and that proviso will only hold you back and cause stress on your life when it is better to face up to things and move on.

James, when you send your letter, ask the post office counter for a certificate of posting, this is not the same a proof of posting. This is certificated posting.
If you really want to catch out the CSA then do this, it worked a treat for me in writing off lots of arrears, but is not guaranteed.
Send the letter in duplicate, one certificated, and the other by recorded delivery. The CSA sometimes refuse to sign for a letter and it bounces back. This proves the letter did reach its destination. You now have corroborated proof of delivery.
The duplicate was received by the CSA because it was refused, and the certificated didn’t not need a signature so the PO box address they were sent is a working address.
It also proves the CSA is deliberately trying to avoid receiving written communications. It doesn’t matter if the CSA says it was a mistake, its irrefutable at a tribunal.
Remember, send it twice, certificate and the other, recorded.

'writing it off' csa wise is all very well as long as the pwc still gets the money from the csa. If writing it off means the children will not get the arrears then you morally STINK!!!!!!!!!!
I am not saying some people really struggle with the csa, but you have to consider I bet they have a battle dealing with some deliberate pains in the bott squirming every angle to avoid and hide even behind making thier new partner work so they can show zero income!!!!!!!!!!!!

If the civil remedy in the PFA does not work or the CSA ignores your letter(s), then make a note of the callers name and contact police reporting a criminal offence under under section 43(1)(b) of the Telecommunications Act 1984.

The problem is, simply, too expensive.
My gf works 2 days a week and earns £10640 a year, she gets W&CTC's £5243.71 and pays £1299.20 in tac and NI giving a total net income of 14584.51.

I would earn (£7.05per/h) £14665 before tax as a multi-drop delivery driver taxed/NI of £2426.30 leaving a nett of £12238.70. The CSA would charge me £3761.61 a year for two other children (not absent through my own choice) leaving a residual income of £8477.09.
My g/f would also lose her tax credits because my income is taken into account and HMRC disregards child mainetnance liabilities, a loss of £5243.71 a year which leaves a net gain of £3305.09 a year if I went back to work.
Its not worth me working for £63.55 a week. Have I missed anything?
The CSA will not give any consessions, nor agree any settlements until after I have gone back to work. I offered to return to work on condition they correct the previous assessment for travel to work, but they hide behind rules and regulations. Given this attitude, I dont trust the CSA to commit to work.
And is there a way to get the CSA to quit with the pesky telephone calls?

You dont trust the csa to commit to work, there is more to this story than we see and ops following posts how the true nature is one of avoidance because if worked and had improvement of any kind would need to pay csa like any good dad would. Ops partner would lose tax credits, a benefit, what about respect of not having to rely on top ups.
You see op might not himself see much of an improvment according to him money wise, BUT HEY THE KIDS HE DOES NOT SEE WOULD GET SOME MONEY FOR THEIR CARE, he also says he cannot afford a solicitor and therefore is refused to see his kids, so you are saying you choose not to work to even get the chance of seeing them.
Hence wants to moan and do nowt so this thread has not gone exactly how he planned!!!!!!!!!
