Apparently 'I didn't pay enough postage'

    Reading it, Custardy has the right solution, but it means the op never gets the item.
    Leave it where it is, open an INR with paypal, no proof of delivery, refund from paypal.
    Seller complains, buyer says, "not my problem, hope you put a return address on it", and buys elsewhere. There's always someone else on ebay.
    And I would certainly do that on principle.
    (they could collect it, and refund the difference later, But it does mean telling a porky first, so not the route I'd take)

    I may try & force the sellers hand, by telling them that it's at the delivery office & is awaiting the further payment, unless they want it returned due to non collection, I would ask for a paypal payment for the £1.12 & then I would go & collect.
    I'm assuming that the seller bunged it in the postbox, so they won't have a COP so either pay the £1.12 or lose the £2 & listing fee. They may not have a return address on it so will also lose the item.
    It sounds as though the buyer could make it in to the sellers problem.

    Right, assuming parcel is still at PO..if this were me..

    Email to seller informing them that as the item is still with the post office owing to their inability to pay the correct postage they have failed to uphold their end of the agreement i.e. to deliver my item.

    I state in the email seller can either pay the shortfall via Paypal immediately or item will not be collected from the Post Office and returned to them and I will be seeking a full refund including postage paid ASAP, failure to issue refund will result in a Paypal claim for not received.

    Then when I had my refund I'd neg the arris off them and hit them with 1 star for everything.

    Totally agree.

    OP did state item is needed though - and quick.

    But nothing wrong with still saying it will not be collected - then collecting it in the meantime.

    Refusing to refund under payment is not on, and seller deserves all they get if they don't refund FAST.

    The problem with that is, if it was sent tracked the seller will realise its been collected. Also, if OP has the parcel it won't be sent back automatically by the PO, so when OP gets her refund she will then have to send the item back at her own cost.

    As it stands everything is nicely in OP's favour.
