Tell him you had to park on a yellow line/ unauthorized parking area as you couldn't park on the driveway. Say a warden was about to give a ticket luckily but dont want to take the risk again and have to park on the driveway.
If he gives the same excuses, tell him you are happy to help him move the car to the roadside. If he moans that he will get in trouble with the council, say you have helped him for 6 weeks and cant risk a ticket so are being more than fair.
Give him a final date to move the car by then move it yourself and let the council deal with him.0

I'd just move it. Either with a trolley jack as said or see how much a tow company will charge to move it onto the road.
Warn him first and give him say 3 days then move it.House saving Targets:

            (assuming it's fwd)
Check if it's in gear first and if not get a trolley jack underneath the rear subframe, depending on how steep your drive is get either one or two people in front to stop it careering out onto the road and push it out - if you want to turn it just stick the jack under the front and do it that way.
If it's in gear jack up the rear and pull the handbrake cables off the calipers, most just sit on a seperate swivel at the rear - either that or cut the cables, but be careful.0

put a dated notice on the windscreen stating that unless the vehicle is removed within 14 days then you will arrange for the removal and recover any costs involved,at the same time send him a (registered/signed for) letter saying the same,
then if he does not collect call the local scrappy and they will give you a few ponds and they take it awayI MOJACAR0 MOJACAR0

Our local scrappy gives £100 or more for your unwanted vehicle but you do have to have the V5 (logbook).C.R.A.P.R.O.L.L.Z # 40 spanner supervisor. No problem can withstand the assault of sustained thought.Only after the last tree has been cut down.
