    No it is not. It is illegal to supply it to an under 18, and in certain other circumstances.

    It does.

    meh filters a next to useless, its ok as a mild deterrent but its trivial to get around them, proxy connections, vpns, tor. etc its not like a home firewall with do deep packet inspections.
