you see, this is the thing - when there are people 20-30 yards away, and the lollipop man is on his way off the road...and someone else has made a complaint, why has the police sent a letter of intention of prosecution on someone's say so? question is, say if i see someone with a set of H.I.D lights or something (As an example) and inform the police, will they send out a letter of intention of prosecution?

You don't seem to understand the justice system, in the UK there are many different people who are not police officers who have the ability to report people for offences (which any MOP can't).
Trading Standards officers, Highways Agency officers, environmental officers, RSPCA officers, PCSO's, Council wardens, parking attendants and it would seem scholar patrol attendants. (I'm sure there are a number of others I have missed).
They are all able to report for certain offences, doesnt mean you as a MOP can as well.

I'm sure I was told some time ago, that the black line across the centre of the lolly was done in blackboard paint and the lollipop lady or man carries chalk in their pocket to note down the number of any driver who violates the rules.
The old lollipop man at my son's school did exactly that; he wrote the registrations on the black stripe on his sign with a stick of chalk. That was until around two years ago when he retired.
Usually it was for people driving past before the kids had completely cleared the road, and he wouldn't do it unless the car in question was really taking the mick. I reckon around once a week you'd see a number written on his sign.0 -
I have finally registered because of this post.
As a serving SCPO I was angered at the OP but was then surprised to follow the replies.
The whole thing is a little confusing, so I'm not sure how to comment on it.
However I just wanted to thank the posters for their support of lollipop patrols, you have no idea how nice it is for that support, compared to the utter contempt that we get on a daily basis from some drivers.
Please don't get me wrong, I've grown a thick skin and will not let them get me down!
Just remember please that it is an offence to not stop for a patrol, and it's not that easy getting a registration number when you are jumping out of the way!
