Games that are done to work with steam usually cannot be installed without Steam (as it's the Steam platform that does things like allow multiplayer, patch the game, works as the primary copy protection, backup save games to the steam "cloud" so they are available on any machine you use your steam account on).

There are exemptions to that general rule (usually older games that had Steam functionality patched in), but newer games will usually have been built with the need for Steam as a fairly basic part of it.

I haven't seen anything to say they're legit in this country or the EU and from the posts in this thread, neither has anyone else.
