    just read my first post again and there is lots missing i noticed the yippppeeeeee bit but in my anger and disbelief of the editing i missed other missing text .

    i was told waiting had been removed from the wording and directed to the quoted text.

    thats the hole new wording that the thread is about.

    Misuse of a Blue Badge

    Misuse of a Blue Badge is a serious offence.
    Your badge can be withdrawn if you misuse it or allow others to misuse it
    It is a criminal offence for non-disabled people to use a badge. If they do so they are liable to a fine of up to £1000
    It is a criminal offence to drive a vehicle displaying a Blue Badge unless the badge holder is in the vehicle, or the vehicle is being driven by someone other than the badge holder for the purpose of entering or leaving an area (which is accessible only to vehicles displaying a Blue Badge) in order to pick up or drop off the holder.
    Misuse of a Designated Blue Badge Bay

    Non-disabled people who park in a bay designated for Blue Badge holders are liable to a parking fine

    But that's the whole point of what I'm trying to say. It's not in the book that came with my badge, it's not on the DFT website, it's not on the direct.gov website. And the rules vary according to where you are.

    So where has this rule about waiting come from? (And what was the rule when pwales found it?)

  • A whole new 2011 National BB rollout is supposed to be through legislation this Autumn, its more to do with BB fraud than the nitty gritty bits of the scheme. Whether or not issues such as are being discussed here will form part of the new scheme I've no idea.

    I made a post on it ages ago, here's the gist of it :

    The Blue Badge Reform Programme here - The FAQ's on Impact Assessment & Equalities here the roadmap here.

    - a common online applications and registration system will be introduced removing the need and cost for a local blue badge register
    - this will transfer between £6.5 to £20 million per year. of the NHS [ GP's eligibility assessments ] costs on to the national common BB scheme
    - making it easier to check details and the validity of badges issued in different areas.
    - most ??% are historical reissued [ no change in circumstance ] badges
    - local registers will be replaced by a national register
    - local criteria will be replaced by a national crieria [ see below for London ]
    - a new national standard electronic version with anti-copy and anti-fraud technologies will be issued
    - have a common but not national [ see below ] BB fee

    And now the confusion what dot gov will not do :

    - everything points to a national register but the dot gov say they will not :

    - increase or decrease the time that BB holders can park on yellow lines [ currently 3 hours ] or changing it so that badge holders, for example, could not park on double-yellow lines;

    - extend the scheme so that it includes off-street parking or includes the four local authorities covered by the ‘London Concession’. No changes are being made to the concession itself

    - extend eligibility, for example, to those with / cognitive / behavioural / colitis / Crohn's / or similar conditions / temporary disability of less than one year

    - amending primary legislation [ local ism agenda ] to make it mandatory for all local authorities to charge the same fee

    - charging the fee on application / for / rather than on issue of a badge

    - introduce a centrally administered scheme

    Sorry pwales that should have read 'before' not when, I originally wrote a completely different sentence then tried to amend it and got it wrong.

    ritchie, my concentration isn't the best but I'd read through the change documents before and a quick scan didn't bring up anything about changing the waiting - but I may be wrong, did you find anything specific on that bit being changed? I'm puzzled as to how it can have moved from 'not illegal' to being 'a criminal offence' with no change to the legislation.

    Here is something to cheer you up, I was going to list the offenders, but for safety's sake I'll just link to the URL.

    I made the point a month ago that much of this kerfuffle could be avoided free of charge to local taxpayers. There are several ' no cost ' companies who will provide the service to any local authority. I'd like to see it taken much further and embraced by supermarket chains.

    TBH there have been times when I/mum/dad/ex could have been prosecuted for blue badge misuse. Try making sure you fish the right badge out of the glove box on every occasion when there are 4 of you living at the same address with 3 badges and one car between you and a screaming baby/child to get you all wound up.

    edit i was told new rules from this april for blue badges and given there site for full info on new rules thats is what i quoted
