I have read with interest a lot of the messages regarding car parking 'fines' on this forum and the various situations and approaches. Unfortunately it appears my situation is very different from others. The first indication I had about the fact I was being penalised or that an offence had taken place was when I received a final reminder from Parking Collection Services. The photo shown on the reminder was my car and I was parked in the area on that day. However as it was a Sunday as I was unaware that any charges were made for car parking.
I wrote to the to appeal against the charge of £90 and to inform them that the 'fine' documentation was not there when I returned to the car and I could not pay the reduced amount if I have no documentation, do not know who to pay and I have no idea that an offence had even taken place. I had offered to pay the initial 'fine' of £45.
This was rejected and they gave 2 weeks to pay the final demand. I have been clear in stating that I had no wish to avoid pay the initial penalty but they assumed I was lying regarding the documentation not being attached to the car.
I was staggered when they showed photos with the documentation attached to the windscreen. I don't know how this could have been removed but it certainly wasn't by me as I would have been horrified by the thought of the initial fine. I don't know if it means anything but there was a time difference of 10 mins between the initial photo of the car and the one showing the documentation.
After reading the messages I am considering just leaving the matter and not respond any further. If anyone can offer guidance for this particular case it would be appreciated.

They are all or have been suspended from accessing the DVLA database for gross misconduct!

Your situation is no different.
They have just jumped straight to the 'Final Notice' threatogram, maybe they will work their way backwards through the usual letter-chains shown in the top 'PPC letters' thread here on the current board (PCS do appear):

Yes, calmly ignore their letters. At least you never sent them any money! That was a close shave, you 'offered some money' but never enclosed a cheque, that's OK!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

How has this progressed? I am in the same boat now, a letter and payment request from Parking Collection Services... AKA Debt Recovery Plus Ltd, Director Jason Brierley , address of Amicus Computers in Ashton Under Lyne, member of CSA, FSB & BPA - details below.

I am also 'Coupon' on CAG and have replied to your thread there too. We have heard of Jason Brierley and have heard of PCS, they are nobodies.
Did you read the sticky threads here (MUCH better than on CAG I have to say!), have you seen the letter-chain including PCS? Never mind who issued 'your' fake PCN, look at the TPS and NCP entries on the top thread, they both show the 'Debt Purchased' letter from PCS as the last one in the chain:

Nothing happens after the letters/phone calls, no-one is taken to Court.

PCS and Debt Recovery+ actually operate from another address in Old Street, Ashton-under-Lyne and occasionally use the trading name Zenith Collections. It would also seem that Jason B may recently have flown the corporate nest.....
Oh, sorry and to answer your other question - no, its not gone near court.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I have received 2 letters 'Notices of Litigation' from Debt Recovery Plus Ltd one week apart and it is interesting to note they have included a website that includes County Court Judgements against individuals that are named and the amounts they are trying to reclaim. They have also advised to ignore the forums. Has anyone experienced this before?

Yes because the CCJs they "list" are normally either made up or are completely unrelated to parking (ie non-payment of council tax/phone-bill).0 -
