I guess it could be the first step in a pattern of behavior that leads to harm being done to one or more children, in the same way that serial killers supposedly escalate. Potentially filming children could fuel a desire, then the films essentially become a form of obsessive surveillance and subsequently used to plan an abduction or something.
This however doesn't necessarily mean that filming them WILL lead to this. It's also quite possible that the alleged filming in this case is in fact not targeted towards the children in any more than an incidental way.If you think of it as 'us' verses 'them', then it's probably your side that are the villains.0 -

you know now ive read these posts , and admittidley i was very onesided on this subject too start with , i can see both sides of the arguement from an equal point of view now ... thnx too you guys on here; still makes me feel funny though deep down in my stomache0

This conflicts with every episode of Road Wars that I have watched. Cameras follow the police around, and when a criminal is apprehended and protests about being filmed, the police tell him that anyone can film in a public place, and it is not against the law ( with minor exceptions that involve National Security)
One criminal when told this said it breached hi 'uman rights'.

nothing about filming a public place from a private placeYou can film/photograph anywhere on public ground that you like. It is the end use of the images/film which could cause conflicts. There are exceptions in Northern Ireland to this on terrorism grounds.
