There is NO law in this country to stop anyone filming or photographing whatever they wish ( with a few exceptions).
If this "old bloke" (categorised already - I'm surprised he wasn't actually labelled a !!!!!phile !!!) wishes to film from his property he is quite entitled to do so. If people don't like their kids being filmed/photographed - hard luck, take them elsewhere or keep them indoors !
This used to be a free country until this paranoia about photographing anything took over.
I suppose you ask permission when you take photographs when you are out with your camera - or don't you ?
Do you record and photograph children? Would you? Im sure if you did you would find a fair few parents complaining.
Its attitudes like this that encourages these predators . There is no reason an "old bloke" can't film a public area. There are genuine child protection issues in school to do with children under fostering arrangements and the school as a duty of care towards these children. In the park, there is no organisation with a duty of care, the children are free to play, parents are free to supervise and everyone is free to take photos/film.
Given the description, it sounds as though this house has been a target (maybe not the young kids, do teenagers use this park in the evenings?) and the owner is taking appropriate measures to limit the damage in the future, including getting evidence of who is doing it. I find the idea of someone feeling under attack in their own home more disturbing than CCTV film TBH.
ETA: Suprised this was the case with your mother, unless it was on the neighbour's private property."Every single person has at least one secret that would break your heart. If we could just remember this, I think there would be a lot more compassion and tolerance in the world."— Frank Warren0 -

Blimey. Well, it could be for security's sake, sounds like he has had trouble in the past, or maybe it is to see who is ccoming to the door before answering? Most small cameras on cctv style systems are fitted with extremely wide lenses, this means they are not really looking where they are pointing, but instead in every direction for a few feet - anything more distant is tiny and near-invisible. You have very little idea what the camera is picking up, and no idea how it is being used. Perhaps the chap is less mobile now, and needs to be sure who his visitors are before walking downstairs? Perhaps the old boy had been robbed in his home and is scared? You don't know, he may be more deserving of your care and sympathies than just screaming "p a e d o!!" as a knee-jerk reaction.0

his door is on the front of his house park is on back so that is not the case, and as i said not accusing anyone of anything. if his property has been damaged then wouldnt it make more sense to actually have it on his property? if vandals wanted to cause damage/break in the would jus have to jump the wall and got throught the side windows and doors where there is no cctvWins for 2011: ........................

No Ive never seen teenagers in this park. It is used in evenings for childrens organised football practice and other clubs. My sisters boyfriend used to live next door (his parents still do) and has never had any trouble and none of the other houses have cctv.Wins so far this year: Mum to be bath set, follow me Domino Dog, Vital baby feeding set, Spiderman goody bag, free pack of Kiplings cakes, £15 love to shop voucher, HTC Desire, Olive oil cooking spray, Original Source Strawberry Shower Gel, Garnier skin care hamper, Marc Jacobs fragrance.0
