This is so that the people who control it can see that the sign is working though without having to put any warning notices up which would be wrong.one of the famous 50 -
Re motorway signs not in use
The ones I see have a large poster attached to the pole saying "This sign not in use" when the sign is obviously switched off. I have yet to see one where it says not in use on the display.
