Do you realise that the OP is from more than 2 years ago ? The fact is this is private land that bylaws do not cover as you can see in the link to it. Terms and Conditions of parking are the key words, that indicates that no bylaws covers this, no adoption of roads by the council as a TRO would have to cover that.

I'm trying explain to you the situation here. The road is not adopted and no traffic order is in place. There is no legislation to cover this. There are terms and conditions of use, the tickets are called parking charge notices, this is private land. Now unless there is a bylaw to cover this then it can only be be breach of contract or tresspass there is nothing else.
