I suggest you read the act again as well as the thread.

I can now see why you have come to the conclusions that you have mentioned so often.

However, as far as I am aware, the part of the act that you mention (144A) has not yet been enacted; i.e. it is not yet law, but will be soon.

    At the bottom it states:
    Amendments (Textual)
    F1 Ss. 144A-144D inserted (prosp.) by Road Safety Act 2006 (c. 49), ss. 22(1) , 61

Also, those sections are indented and shown in square brackets when shown on the the list of sections in the 1988 Act, which I suspect highlights those sections not yet enacted, although there is no key shown.

If you look at this link listing the Road Safety Act 2006
    http://www.statutelaw.gov.uk/content.aspx?LegType=All+Primary&PageNumber=5&NavFrom=2&parentActiveTextDocId=0&activetextdocid=2949634&versionNumber=1
there is a blue pentagon with a "P" in it against the relevant section.
Hovering over same "P" icon at the top of the page creates the following popup text: "Prospective - the provision, or a specified version of the provision, has not yet been brought into effect."

Therefore, I believe, every vehicle does not currently have to have its own insurance.

Of course I know the blooming difference, I was referring specifically to the context of the discussion. However, the issue has now been settled, It appears I was talking out of my butt. :D

As I said earlier in the thread, I was always under the impression that what I was saying was correct, I have now been corrected and the matter is now clear to all. :D
The greater danger, for most of us, lies not in setting our aim too high and falling short; but in setting our aim too low and achieving our mark
