I wouldn't. That is a bit too long and in any case, because of all the ice on it, it will have probably totally changed taste (especially with spices on top).
And definitely not if you have kids.

I've found, at the back of the cupboard, an open packet (stored in a sealed plastic bag) of white organic self-raising flour with a date of Sept 09 on it. Do you think it is still OK to use? I presume flour doesn't go off as quckly as it's dates suggest. It's dry and there's no evidence of insects.

    Thanks

I am pretty sure it would be safe to use, ive done similar myself ! however you may find that it dosent make your cakes rise properly as the raising agents are old, might be best to use it for thickening etc

i'd use it but would definitely sift it into your batter to try to make it a bit lighter.

Bung in an extra bit of baking powder and it will be fine.

As others have said it is probably safe enough to use, but the raising agents have probably lost some of their strength - the question is how much. It will be difficult to judge how much extra baking powder to add so best to use it for something where it doesn't really matter!

I would have though it was safe enough to at least try one - though perhaps don't give it to kids, just in case. It may not taste as good as it originally did, but if it has been frozen solid the whole time the bacteria won't have had a chance to grow.
