HELP - Neighbour just bumped into our car, bumper broken

Me thinks that most of you have lost the plot......If someone damages my property (broken bumper on my car) and that damage causes consequential losses (me having to rent a car for the duration of me not being able to drive my car) I expect them to foot the bill.
Immaterial if they have insurance or not, legally required or not.
Let's look at an extreme case:
You have a SORNed vehicle on our shared drive, not tax/insurance/MOT required....OK....as it happens, a couple of blind mice have mistaken the cable of your hand brake for a length of liquorice and have eaten through it, now your SORNed vehicle rolls into my brand new £1 Million Zonda causing in excess of 1p worth of damage!
So it's the mice fault for eating the wrong stuff, but it's still your pile of !!!!!! that hit my new toy, so yuo must pay all my reasonable costs....if you ain't insured it ain't my problem....if I need to use a vehicle whilst the repair is done to mine then the cost of taxis/public transport is down to you...if you don't pay I take you to court....simples.

Not strictly true, methinks. To substantiate a claim it is is necessary to prove negligence on the part of the person you are claiming against. I think it would be difficult to prove that the car owner was responsible for the actions of the mouse, nor that he could have foreseen the circumstances.
Mind you, I agree we have drifted off from the bent bumper.0 -
