Sorry I don't understand you. Try the code without a sim in, and you will be able to any network, apart from 3G.

Insert a WRONG sim card, one that doesn’t work in your phone. When it says phone restricted, press ‘undo’. It will ask you for a restriction code, and input the code into the box on the screen.
