It is their home and they are entitled to have the heating on as much as often as they like (as long as they can pay the bills). I am concerned that you know so much about their heating arrangements - you say they have the heating on even when they are away on holiday - how would you know that unless you are letting yourself into their home when they are not there? Which, of course, you are not allowed to do.
Anyway - three hours a day is nowhere near enough if we have a winter like we did last year - you will be at risk of burst pipes, and no doubt will be back on here asking if the repairs are their responsibility too!I'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.0 -

Stop being so ridiculous and repair the boiler. The boiler should work 24/7 You shouldn't know or care how much they use the heating, if anything should be grateful they are letting the pipes freeze!
They are paying you for a working boiler that can actually heat up the house/water, not fisher price boiler, please provide it!0 -
Im yawning my head off. again, alot of herd, dead from the neck up views with nothing to say in particular.
my mind is made up and thats that. they can wait for it to be fixed. they wont make a fuss as I give them very low rents. I reduced the rent when one them was made redundant and permitted another's girlfriend to stay when she was made jobless and homeless. I have nothing to apologise for.0 -

And I'm sure you will be equaly understanding when they decide to leave your house needing £20,000 worth of repairs. Still, you are an adult making a fully informed decision, so it's your shout. But you are an example of why the Rachmans of this world are still on peoples minds.0

I am a landlord, I have no idea what my tenant does with her central heating, as it is of no concern to me. She pays her bills and I ensure that the boiler is serviced every year.

btw - it is quite possible to see if a gas boiler is on or not.. steam comes out the vent.... so he does not have to go in to find out0 -
Very true. But with reasonable insulation, even a boiler which is "on" all the time would not be running all the time.0
