You can buy the discs from Toshiba for £29.90.

Luckily for you, I already have them.
Since your machine is already fully licenced, it should be ok for you to use them without legal implications.
Prefix https to the web address if you choose to buy your own media.
Optical Recovery Media is installed via the F12 method, so should bypass your current problem.0 -

That's what these forums are for...if you can't do it yourself, use a local independent PC repair service, just give them the drive and they can extract the data easily as long as the drive still works. That way at least you salvage the library.No free lunch, and no free laptop

Have you tryed F8 on boot up then option repair my computer then you will get a option to restore your computer.
Doing it this way you will not need to buy some disks0 -
It is easy to to copy any important info from the laptop by using a Live CD(will explain if necessary),though I'm sure iTunes has some irritating way of blocking you from copying your music.
Of course it is isn't iTunes purchased music, it will be easy to copy the music on to DVDs or a USB thumb drive.
Even a technophobe will be able to cope, as long as the instructions are clear.
An example of a Live CD would be Ubuntu: ubuntu.com/desktop/get-ubuntu/download
Just add www.
Follow instructions 1 to 3 on that page to gain access to any data on the hard drive without having to remove the hard drive from the unit. No need to proceed to 4.0
