Forget about the Recovery CD. It cannot contain a copy of the OS, so is not of use to you. You can create much the same thing yourself for free.0

I personally find it outrageous that you should pay for it, if anything it has put me off any ideas of buying a Toshiba laptop or Netbook

liam is right, the only way to have a full recovery disc was for you to follow the instructions when you first purchased the laptop, in order to make your own or to perhaps purchase them from Toshiba.
The 'recovery disc for £9.95 is not a full Toshiba recovery disc, as it will not include the Operating system(Vista in this case).
You can download whatever it contains for free. Will send you the links via email. But don't post your address on the open board.0 -

Toshiba supply a utility for you to create Factory Restore discs when you start up the laptop. It continually nags you until you create them. Don't be put off.
Perhap the OP didn't understand the importance of creating them until now.0 -

No, it's my son's laptop and I doubt that he did - not that I'm sure I would have done either
