I see where you are coming from.
Your plan would work _if_ your colleague decided to take his day on 31st December (rather than in mid-August when you originally suggested) _and_ if when you both came to leave the company no adjustment was made for holiday taken / not taken.
It would be like saying when I go to work I hit myself over the head with a cricket bat mid-morning. This is a great plan. I'm much better off than my pal who hits himself over the head with a cricket bat mid-morning and mid-afternoon. You're imposing a restrictive condition on employee 1.

all I am trying to do is keep the number of days worked between holidays to a minimum and this type of strategy works0
