Not at all, speed is the important thing here, less time to react, makes indication that much more important.

You may not realise you are about to change into a lane at the same time as someone else is going to change into that lane aswell. There is no intention to cause inconvenience, you just both decide at the same time to use the same lane and likely changing your speed aswell.

Also it allows other behind you to move out into the 3rd lane when they see you want into the 2nd lane, there's no inconvenience ...... unless you think it's inconvenient to have to move right into an empty 3rd lane, like the @#$%#er who was on the M4 an hour ago did.
