Shame he wasn't challenged about the idea of an independent appeals panel. ie, it's not the driver who needs to appeal; it's the PPC! And there is also already adequate provision by way of county court proceedings.0

You could say council tickets imitate or look like our tickets (sorry couldn't remember the phrasing) but it made me laugh, ok then.0
