I want to actually read the report and see what the spec was for those laptops.
The £300 one was for the IT guy who actually does some work on it. Needs it to fix things and generally support the infrastructure of the organisation. Just means it's a bit slower so he gets whined at for taking longer but teh excuse of "my laptop is too slow" doesn't fly since he's just been bought one. Doesn't matter it was below his spec.
What does an IT guy know about laptop specs, he doesn't work in finance.
The £2000 one was for someone in upper management so they had something shiny to show off to he other managers, make them feel important and give them high quality !!!!!! viewing. It's probably an Apple despite the whole rest of the organisation being on Windows, but policy doesn't matter because he is so key to the organisation structure (ie: knows where the bodies are). So the extra work IT have to do to support the havoc he'll cause with it is just a cost of doing business and of course IT's budget will cover it.
Don't think I'm joking either. I've seen it too many times through many sectors of industry.

He should have got a dell precision if he thought he was so special. Mine is second hand, cost 600 quid and has lasted 3 years without a fault.
Solid Aluminium/magnesium laptops cant be beat.
