Its not that it "not a good idea"" its just that as I said, they do NOT pursue any case where the defendant has the slightest idea of how to defend themselves. PPC's have not lost cases because they will not risk losing and so frighten off potential clients.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -

Firstly I'd like to thank everyone for contributing to this thread which has proved highly enjoyable - even everythingblogcast for his surreal philosophical contributions.........All these vain questions are completely irrelevant to the question posed as to wether or not a parking fine is enforceable. Which Bluelagoon has succesfully pointed out that "it is". So far NOBODY else has succesfully pointed out that "it isnt", I therefore assume that it is enforcable.
Whether I like the idea or not is as irrelevant as the question you have posted. which bears absolutley NO connection to the leading question.
I have to agree with Marleyboy, based on the arguements and evidence put forward in this thread, IMO, Bluelagoon has put forward the most believeable case. How many Parking charges it issued in a year (say the calender year 2006),
of these how many were paid within 14 days (lower charge),
of these how many were paid outside of 14 days (higher charge),
How many were non-enforceable and for what reasons (FAQ on CPS website says this does happen),
How many people were court proceedings issued against,
How many court proceedings were followed through and judgement won by CPS.
The above data should demonstrate whether CPS are 100% successful in enforcing all charges, or 100% successful in enforcing charges where they decide to.
& finally, could CPS give us, say, 10 postcodes across the country where they have issued a high number of parking charges. That way, if any MSE (or Pepidoo) user wants to demonstrate their belief that these charges are not enforcable if properly defended they could actually park on these sites in order to get a ticket and then report back what happens (e.g. taken to court or dropped, & if so why).From MSE Martin - Some General Tips On Holiday Home Organisations and Sales Meetings

Although "fine" is used colloquially to mean financial punishment whether that's dished out by a court or private institution. I can think of a few places where they call them "fines" for some rule infraction. But the use of "fines" is misleading as it does infer council/government supported but I don't think it's restricted to just that definition. But even if it is it's certainly in common use far more widespread than just parking related."She is quite the oddball.
