DO NOT reply to this message as then they know your number is active!
My advise is to delete any message for which you do not personally know the sender...0 -

You are correct, this is the classic way as to how the scammers determind which number are live and others that are not in use. There is software easily found on the net that sends out hundreds and thousands of random numbers, it is illegal to use, but with Phone Pay Plus, the premium rate regulator, and OFCOM to protect us, these 'barstools' have nothing to worry about.

Very annoying. And I do remember filling in an electronic form last week which 'didn't work' and stole my details before I got the chance to tick anything - for Vue Cinemas or something - so it may be that. But most likely it's a random numbers thing. I use my phone as my alarm and I don't want these spammy texts coming in at 3am. First lot of spam I've had on Orange in 15 or more years.0 -
I have received the same message from +447593352787.
I have just spoken to Neil at the Information Commissioner's Office concerning this matter.
He advised that we should reply "STOP" to this message. I disagree as there is no legal requirement on the recipient to do so, and I agree with davegibelli above that this could actually lead to us receiving more, rather than less, illegal SMS spam.
Neil advised me that the ICO has no way of tracing numbers and therefore would require one of us to reply in order to track down the sender of this message. I know that the ICO has limited resources but I am suprised by the level of disinterest that it showed in this matter, given that it is tasked with enforcing the Privacy and Electronic Communications Regulations which should prevent this type of marketing communication.
If anyone does reply to the message and gets details of the recipient, please would you make a complaint to the Information Commissioner. You can contact them on 0303 123 1113 to find out how.

EDIT: there is another website called who calls me which sets out some details. I am a new user so cannot post links to MSE (ironically to stop spam!) but a particularly helpful message from Abu Aqilah reads:Received the same message this afternoon. My number is also registered with the TPS. Furthermore I work in insolvency so can categorically state that there is no "New Government Settlement Order". Suggest referral of this matter to Companies Investigation Branch who have the power to investigate live companies (I suspect that this is a scam being perpetrated by a rogue company) & have the Secretary of State wind the company up in the public interest.

I replied to the text and the Company called me back today (26th) from number 01617131883the rude little ratbag on the phone wasn't really happy that I'd duped them into calling me. quite frankly i wish they hadn't the arrogant turnip wasn't interested in divulging company name and where they got my details. I've Googled the number and it belongs to a company called 'Bankfair Limited'.

There are a few entries on 'Whocallsme' for Bankfair on 01617131883 dating back to March. It now seems it's cheaper and easier to text.
With the info you have given I can now make a complaint to the ICO for unsolicited promotional texts.
