Where does it say they're not safe? Nowhere.0

Somewhere around the part where it says "the handbrake may fail at any time" ...Starting Debt: ~£20,000 01/01/2009. DFD: 20/11/2009 :j

Doesn't mention safety. Would make the hill start a bit more difficult though.
Probably as it's a good reliable car it's popular with instructors, and they'll all have dual control anyway, so there'll be no impact on most tests.0 -

Again, where does it say its unsafe? It doesn't because it isn't. It would mean that the testee wouldn't be able to complete manouvres in accordance with the test but a handbrake failing does not make a vehicle unsafe.0 -
They are obviously unsafe, otherwise the DSA would not ban them from Driving Tests.
Wrong. The lack of a handbrake means the procedures cannot be performed as required, i.e when you stop, you cannot apply the handbrake and put the car in neutral and remove your feet from the pedals and you cannot perform a hillstart in the manner required. Therefore you would fail the test.
You can do a hillstart without a handbrake and you can stop a car without a handbrake and hold it stationary using the middle pedal on a manual car commonly known as a foot brake.
And they've not been banned. You can still use them with dual controls. Why? Because of the pedal that applies the brakes.0 -

Read inbetween the lines. Unattended handbrake fail could even kill. I'd call that 'unsafe'. If you're in the car, not a big deal...Starting Debt: ~£20,000 01/01/2009. DFD: 20/11/2009 :j

Difficult to complete the driving test's mandatory J-turn without a working handbrake...0
