That isn't even the issue being debated?! OP hasn't said anything about the neighbour with a van parking outside her home.

Yeah welcome to England, break the rules and the law by causing an obstruction and nothing will be done, in fact you will be hailed as being a 'poor man!'
It's gone from "not really causing a problem anyway" at the start of the thread, to suddenly this guy with the van/trailer combo being guilty of litterally everything up to, and including war-crimes.
Guy has a van, just ask him to move it if it's in your way. Seriously, some people need to get a good grip of trying to co-exist with others in the real world. My neighbour has a van, sometimes he encroaches slightly over my drive way, I just deal with it, move the steering wheel another fraction of an inch. Guy has to make a living, he needs a van.......

This one is very easy. Any vehicle that weighs over 3.5tonnes (including vans towing) need to have a tachograph, and anything van/lorry over 3.5 tonnes (ie without trailer) needs an operators license.
Not all the time.... Depends if its for Hire or reward i.e paid haulage then it would need a Tacho... I reckon digger on a trailer for a Utility firm is not Paid haulage... Farmers dont have Tachos for transporting Livestock etc they are carrying their own goods....Landrovers and the like are often plated for 3500kg towing capacity...
I could hitch my trailer up to a Tranist tomorrow and go and move my own digger with no Tacho or O license... providing it was all within the plated weights. But If I was to come and move somebody elses digger and charge them then I'd need a Tacho.
Most Transits will be under the 3.5ton so you dont need an O license.. Yes I know you can get larger Transits....
Ok so the Transit Gross weight + the Trailer takes it above 3.5t... Providing I believe the trailer is under 1020KG unladen... Which having come from a Farming/Plant Construction background and seen most of the trailers commonly used used for transporting diggers I'd safely say it would be... then a O license is again not needed.
But without knowing the plated weights of van & trailer and GTWs etc nothing is 100% sure. But I'd hazard a guess and say that the outfit would be just about legit and within the boundaries of not needing O license & Tacho etc0 -
I have just submitted my complaint to Highways, requested they get the High courts involved too, as clearly a Red car could be offensive, specially being Red, I find that colour VERY rude.

Well if you don't like it, move or complain to the Council, and if they don't do anything, stop trying to find ways to get this bloke moved.
I dislike a number of people on here after the posts I have seen people make here today, a load of kids chatting on here.

Andy, thanks for being one person on this thread to offer advice which is completely correct.
The guy has a van and a digger, he needs to make a living, deal with it.
All it takes is a 'please' and 'thank you' and he would move it if it was in your way OP, I am sure!
And the fact that he has ample space to park it in his drive, has been asked to, but choses not to????? Just showing contempt of his neighbours, probably says it all really, he dosen't give a ****.

This thread has been surreal these last few pages, why are posters arguing about something that isn't related to what I asked?!
It really seems that some people haven't even read the thread, but just post rubbish anyway.
I think after the last few pages of comments that this thread has run its course and I'm still none the wiser.
I've found this board (and I read most of them) to have some very strange and rude people on, who seem to want to create trouble, think it will be the last time I ask for advice here, there are lots of very helpful motoring forums out there, this doesn't seem to be one of them.

Just tell the neighbours to "get over it" should they come tapping on your door, and have no part in it.
