Does it really matter if the THIRD brake light isn't working? My car doesn't even have a third brake light. The OP said she tested her lights a week ago and only the third light wasn't working then.0

Well done ! Everyone else is more interested in putting the boot into the OP rather than helping them.
The OP deserves it. Claims they can't find anyone locally to replace the bulbs - what a load of tosh. More like they couldn't find anyone who'd fit it for free.
And as for the poor sod that'd run into the back of the OP, I can guarantee you that the OPs insurance wouldn't pay out.0 -

Agreed - no car I've had has ever had three brake lights, and no one's managed to go into the back of me yet
If the light broke within less than a week the OP wasn't being negligent imo.
The police will stop people for a brake light out, but will more than likely just advise people to get it fixed if nothing else is wrong. Then if they pull you again and you haven't bothered you are likely to get some sort of fine.
OH was pulled over for a brake light, they checked he was insured (it was my car, and he's insured for it) and after they'd checked that out they just told him to fix the light.Mum of several with a twisted sense of humour and a laundry obsession

That’s a strange one….the mot manual agrees with you in that if it’s fitted it has to work.
But it then goes on to say…..
“Additional stop lamps:
Any additional stop lamps fitted and connected must be tested. Where extra lamps are fitted and there is doubt as to whether they are connected, the benefit of this doubt should be given to the presenter”
So if it’s not working because it’s not connected then PASS but if it’s not working because the bulb is blown then FAIL. What about a missing rather than blown bulb? Does that count as not connected?
As testers can’t dismantle to check wiring I’d be tempted to tell them it’s not connected.0
