Thanks for the replies. How can BBC find out that I own a TV if its only plugged in to the power outlet (that is the only place that it will be plugged in)? How can they nag me in the first place if I am buying a TV only to watch DVD's?

they will only find out if you invite them into your home.
they assume that you are guilty of watching live programmes.
they think that you will rearrange the pc/tv/mobile phone at a later date to watch their or any programmes. (as if)

a tvlicense 'enforcer' can and will fine you if they see you watch any broadcast or recorded (not bought dvd)itv/ch4/sky etc.
if they cant see the tv and you do not let them in your home, how can they find out?

a different scenario is= i am driving my car 100% sober but i have a bottle of whisky in the car as a present.
if the police stop me will they charge me for being over the limit because i MIGHT/COULD drink the whiskey when i drive off?
a daft scenario i know but it is what the bbc are saying.

You WILL need a licence. If you own a TV.

The original description in the old days was, a 'licence to operate a radio receiver' which, whilst corrupted by the addition of TV in later years, is still the same function I believe, even if they've changed the wording.
If you have a device capable of picking up TV signals, whether de-tuned or not, whether plugged in or not, whether connected to an aerial or not, ...... you own a TV receiver.
The only let out, may be if it's broken, and is therefore not capable of being used, but then you'll have to explain why you keep a busted TV in your house if you have no intention of using it.

    This is utter rubbish!

They have vans touring the streets, and can tell that, not only are you watching a TV, but what channel you are watching. Sometimes, even which room it is in.

Why do they check your house? Because you are listed as not having a TV licence. You set yourself up for the visit.

Case round here recently, where some old lady was charged with not having a licence, but she didn't even have a TV.
Took some time for the system to sort it out, and acknowledge she didn't need one. Ages I think.

If your house is not listed as having a TV licence, you WILL be targetted.

if you were to buy a monitor and download/record/burn to disc and watch the programme later (not live) you would still be breaking the law invented by bbc in the fifties when there was no competition.
if you have a monitor you would be breaking the law by downloading bbc stuff either watching it later or now.
any way around it you are breaking 'their' made up law.

you are better off telling the bbc that you dont have a tv and dont invite them in, if they see a tv, monitor/laptop even an old 'house brick' mobile phone they will say that you COULD watch their programme.

incredibly each time a tv license chap knocks on my door (twice in 5 years) their is only the house holders brother at home who cannot legally invite him in to check! ((if you know what i mean))

You do talk some twaddle don't you?
If you are receiving TV transmissions on any equipment, even if it's not BBC, you are required to have a licence?
How a Brother in Law answering the door will prevent a fine, I've no idea.
See my previous entry about the old lady with no TV.

funnily enough that's the very link I was about to post to show you that you're mistaken :)

the important part is in bold & underlined, you absolutely do not need a licence just to own a telly, it's what you do with it that counts

quote from the link above ... 'You need a valid TV Licence if you use TV receiving equipment to watch or record television programmes as they’re being shown on TV. ‘TV receiving equipment’ means any equipment which is used to watch or record television programmes as they're being shown on TV. This includes a TV, computer, mobile phone, games console, digital box, DVD/VHS recorder or any other device.'
