Certainly it has been reported as such.
Are you sure he wasn't released early?
A quick search seems that the term has changed from early release to serving a "short sentence"
http://www.independent.co.uk/news/uk/crime/inquest-to-open-into-raoul-moats-death-2025458.htmlMoat, a steroid-addicted former nightclub doorman, was released from prison on July 1 after serving a short sentence for assault.
Other searches infer he was arrested 12 times priously with 7 chardges
It appears he also posted a threat from within Jail on facebook.
Never ming all that, another one off the books is what they were considering as they released him.:wall:

Was Moat in for murder?
Was he punished in line with the crime he commited?
It was also a reply to your point about people being released and still a danger to the community
My point is and has always been that people should be punished if found guilty for the crime that was committed.
It's very interesting that there are reports that he was asking for psycological help but was never offered it.
It's interesting that he posted threatening comments on a social website from within prison, hours before he was released and just a day before he attacked the ex, her partner and the policeman.
It's also interesting that he apparently called 999 before the shooting and again afterwards.
I'm not going to debate here for days and days on every individual court case.
It seems that I believe we do not punish the convicted hard enough while many of you believe we should be more lenient.
Let's just respect each others opinions as it's unlikely we will sway each others views.
It certainly hasn't managed to do so in the last few days:wall:

You say that a number of us want to be more lenient! more lenient than what? chopping someones hands or head off and then finding out that they were innocent  ref recent DNA murder releases.'Just think for a moment what a prospect that is. I think you're all agreeing that the penal system doesn't work, at most, it seems to be a way of simply keeping people away from everyday society.
It seems he needed pschological help, even requested it, but was never given it.0 -

I'm not. But you were saying he had been, he who assets proves.
In general, for sentences under 4 years, the first half is in prison, the second half on licence. That's not "early release"....much enquiry having been made concerning a gentleman, who had quitted a company where Johnson was, and no information being obtained; at last Johnson observed, that 'he did not care to speak ill of any man behind his back, but he believed the gentleman was an attorney'.0 -

Nothig to do with the thread, but I've been meaning to say this to you for a while ...
You need to learn the difference between infer and imply."The problem with quotes on the internet is that you never know whether they are genuine or not" -

You really are a sick puppy, have you considered group therapy or counselling?
Yes , trying to get a confession for witchcraft actually.

You need to learn the difference between infer and imply.
So you would say that other searches implied
http://dictionary.cambridge.org/dictionary/british/implyto communicate an idea or feeling without saying it directly
http://dictionary.cambridge.org/dictionary/british/inferto form an opinion or guess that something is true because of the information that you have
I looked at a number of searches from google and formed an opinion.
This to me would warrant the use of infer rather than imply.
However my English is not the best, I acknowledge that.
I also state quite clearly I don't come here for English lessons.
P.s 'Nothing' has an 'n' between then i and the g:wall:
