I think that strictly speaking yes maybe your 'friend' is breaking some rules - in the sense of the spirit of the thing (eBAY).
However, you mention she is selling unwanted presents - I think that's fair enough
You mention that she is explicitly selling items and then buying the same for much less through car boots. On one hand - bravo to her for being such a shrewd lady, but on the other hand, yes I can see that this would taste a little bitter in the sense that she is perhaps abusing the spirit of the title of private eBayer.
All in all though, its a minor offense, if any I think
