Possibility of a council house? No idea how to start.

Despite the drivel Wee Willy is spouting I can tell you that your sister, child and boyfriend may get housed by the council - but they will NOT give an extra bedroom to accommodate you.
I applied for housing to a council that is not particularly 'busy' (for want of a better word). I was told I could bid for a one bed flat - despite that fact my son wants to move with us. They told me the assumption is that my son will apply for his own property. So please, by all means talk to the council, make an application but don't get your hopes up. Look at renting privately as well as via the council.
ETA: LOL, honestly and genuinely, it was Waveney Council I applied to! So if they will not offer a two bed property to someone who wants to move with their own child, are they likely to offer your sister a bigger property to house her sister? I doubt it.0 -
OP....you mention that you are on Long -term Incapacity and lower-rate DLA. I claim these (and Income Support). I recently went on the list for housing.
I have a social worker assigned to me, and he wrote to the Housing Department for me. I was given the highest banding, and am now waiting for a suitable property to become available (I need a ground floor place with walk-in shower). I have been told that I will have to wait up to 4 months - it is highly unlikely to be any longer.0 -

Again, you are only talking about ONE LA. Many will happily accept siblings as part of the household and affer accommodation accordingly. Try and see the bigger picture, for the OPs sake if no-one elses!0 -

And there was a 3 bed house in Great Yarmouth in May that went to an applicant waiting since January... this year.0 -

Although their present home might nominally only have three bedrooms, it sounds like they have managed to make it into five by utilizing other "spare" space, so won't that go against them claiming overcrowding?
