    An account called the Road Fund was created in the early 20th century to receive the revenues from VED, and was opposed by Winston Churchill who said: "It will be only a step from this for them to claim in a few years the moral ownership of the roads their contributions have created".[26] From 1937 the receipts from VED were no longer Hypothecated to the Road Fund.


    What about all exempt vehicles ?


    Do you really think the tiny amount you pay in road tax could ever even come close to maintaining the roads, let alone building new ones ?

    Roads are for everyone, tax or no tax.

    I actually think that, should all road tax monies be ringfenced for their original purpose, much more would be spent on the roads.

    And I really do think that, morally, only those who pay to use them, have the right to use the roads. I know the law doesn't state that, but I do see cyclists, etc as guests on the tax payers roads.

    So how do you know which cyclists are also car drivers?
    So how do you spot cars which don't pay tax, like electric or hybrid cars?

    Which part of the roads being paid for out of council tax do you not understand? If I pay for a road through my council tax, how does that make me a cyclist a guest, because you made a token payment to central government.

    Sorry, but your argument makes no sense!

    I'd hardly call road tax a token payment.

    However, if you read my post, I mentioned a moral right rather than a legal one. We won't agree or change each other's minds so lets just agree to disagree - we've both said our piece.

    I'll dislike cyclists and they'll dislike me - c'est la vie.

    Not to mention tax on petrol/diesel. We'd have the best roads in Europe, maybe the world:cool:

    And the extras that they want such as cycle lanes, extra spaces at traffic lights, etc.? Who pays for them?

    Ask yourself who really wants the cycle lanes...

    As a cyclist, I'm entirely happy to cycle along in the middle of the road all day long. Indeed I prefer to do that than use the crappy cycle lanes provided to me.

    As a motorist, I'd prefer cyclists had their own lanes to get them out of my way.

    Now we've established who wants them, who should pay for them?

    Agreed, most cyclists don't want cycle lanes, especially not ones designed by people who don't cycle. The road is perfect, if only people could learn to share it.
