Might still be hire cars but it's low mileage for them.
Europcar de-fleet their cars at 13,800 miles usually (well, the last car I had, a 1.2 Polo had a sticker on the dials saying "If this car is returned after 13,800 miles then a penalty will be charged). I had a Polo E however a couple of colleagues had Match spec ones so hire firms don't just use base models
It was < 6 months old at the time and wasn't far off that mileage (I put 4k on it in 2 months using it for business)
So 10k in a year probably isn't daily hire. Might still be something similar though.
EDIT - if the number plates haven't been changed to dealer ones and they say "CAMDEN FLEET SOLUTIONS" on them then I'd think they'd be ex-hire - my Europcar Polo was from them
