    i think just ftbs. but the definition of that needs to be clarified. is it those who currently don't own property or who have never owned property.

    To be fair, you were talking about a retail bank, the one the government is setting up is an investment bank. They also plan to put a universal service obligation on the existing retail banks.

    What is a FTB?

    What happens if you sell your home, clear the mortgage, bank any profits, move into rental or parents for a few months and then buy another house with a new mortgage?

    Are you a FTB again?

    No. A first time buyer is defined as someone who has never had a pervious interest in property anywhere else in the world, unless it was a short term lease uner 21 years.

    is this easy to check though? i know people who had a couple of houses in iran but were living in a council housing here safe in the knowledge the authorities would never find out. maybe that doesn't effect a significant number of ftbs though. and we're not talking mega bucks of advantage either. just enough for those whose pennies are tight.

    It is not easy to check in many countries (depends what the tax information agreements are), but you have to sign a tax declaration, and the penalties are the normal high ones if they catch you (as in, imprisonment, fines, interest etc).

    15,000 government jobs to move out of the capital !

    The bear view :- 15,000 people who either move or lose their jobs
    The bull view :- (up to) 15,000 potential properties which will appear on the market

    I think the relocated jobs should appear on Ebay, and potential applicants can then bid for them. That will make a few quid.

    If money is so tight you need to defraud the inland revenue maybe you need to reconsider 'investing' in property: a conviction for fraud is not going to enhance your CV. :eek:

    Would you prefer the numbers were worse than expected / forecast.
