Summary.....
Revenue better than expected, borrowing lower than expected.
Stamp duty suspended for 2 years under 250K for FTB's.
Otherwise, soak the rich, keep spending up, protect recovery.
Little new or innovative here.

My own conclusions, after listening to a bit of the budget, and reading more from Hamish, is that either party will now call an emergency budget after getting elected.
Darling said this would not be a give away budget. But it certainly isn't a take budget either.
There doesn't seem to be much here which is actually bringing in more income. If there is a rise, it seems to only offset a reduction in other areas.
After the warnings about this not being a give away budget I was expecting some rather larger increases, such as the 10% cider one. Definately wasn't expecting them to u-turn on the fuel duty, and was expecting far more on alcohol and fags.
There must surely be some catches here....if not, I'd bank on an emergency budget if labour return to power.0 -

They are planning to provide funding for 20,000 science, maths and engineering places.
Apart from that, they are putting a small amount of money into research, and expecting universities to have 'efficiency cuts' that are absolutly huge - but unspecified in the actual speach.
