They have just started enforcing in the carpark at Mostyn Champneys in Llandudno, it's free with a 3 hour limit. There is a Bowling Alley on the site along with a MaccyD so potential for PE to send a few invoices.
It would be interesting to know who sets the time. Mum and Dad and a couple of kids a game of bowls and then a MacD's. I can see a bit of Parking Spy loo roll being produced.

Check to the planning permission for that location. It is common for such retail locations (as described) to have planning permission conditional on offering free parking.
If that is the case then pursue the council to take action - they have the right and the ability to do so.
And include Trading Standards.0 -
I'm currently dealing with Parking Eye on behalf of my father in law. I originally contacted PE on his behalf, stating that he was not the driver of the vehicle at the time on the original letter. (Before anyine starts, I followed MSE guidelines BEFORE I read this thread).
I have tried and tried to convince him not to pay, but having received yet another letter he is thinking of caving in.
He has been sent the "appeal unseccessful" letter now. It states that because he hasn't informed PE who was driving, the charge is his responsibility. It goes on the mention a case in 2008, of a guy who claimed not to have been driving, but was taken to court. He lost.
This had very much worried him.
What should he/I do next?0 -

Since you have already written telling them he was not driving I would be tempted to write again and simply say.
Dear Idiot or Kreton,
Further to your letter dated 00-00-00 stating my appeal was unsuccessful. I wish to inform you that no appeal was made. A simple statement was made informing you that I was not the driver.
You have stated it is my responsibility to inform you of who was driving the vehicle at the time you allege. I may be able to furnish you with the drivers details, if I am able to do so.
However I would be grateful if you could send me the relevant legislation that requires me to do so. Unless you can produce said legislation I demand you cease and desist in contacting me.
A letter from you stating that you may apply for a "Norwich Pharmacal Order" or quoting the "Combined Parking Services V Thomas" case will not suffice. Only the relevant legislation is acceptable.
Any further contact beyond that which has been requested will be deemed harassment and will be reported.
If you are having difficulties understanding the contents of this letter please pass it to someone you does.
However on second thoughts it is best to ignore them as beyond their empty threats they wont do anything else.;)0 -

I think that they must sit on the letters a few days between dating and sending them in order to create a sense of urgency
I have received 3 letters (including photo evidence of my car plate) saying i'd overstayed the 3hr period by 35 mins.i'd never even saw the signs! i stupidly appealed (under medical grounds for newly diagnosed joint disorder ehich ive provided proof for) and basically admitted i was there in my car on that day and have paid the fine this morning via visa £92.50 (cos i did't pay in the time for the reduced fee of 60.00) i have cancelled the payment but even though ive admitted being there and purchased goods on the day and sent the receipt? can i still refuse to pay it? any advice would be great!!!0 -
If you get a parking note from anyone other than the police or the council.
Do not pay, Do not pay, Do not pay, These 'fines' are not fines, they are invoices and as such are unenforceable.
Ignore them at all costs and never acknowledge them.
The baords are littered with this advice.
I have just gotten a parking ticket from parkingeye, they asked me to send proof that I have joined the gym where I have parked outside. I did and they still refused to cancel the charge. I have spoken to the gym and they told me not to pay as it is illegal. I am also a disabled driver and had my badge on the front of the car but they only take photos of the registration number. They have asked me to send a copy of the registration card but it does not have your name on the card so a fat lot of good that will do as they will still refuce, but they can whistle for the money as I will not be paying. I am going to e mail my MSP and tell him about it.0 -
