Noisy neighbours..how late is too late

My tips:
1. Despite other comments here, DO NOT go straight to environmental health. It think that's really rude & confrontational. At least try talking to them first to try to come up with a solution. If that fails, then consider further action.
2. Don't leave notes, my god, it's something students do.
A letter might be suitable if you've spoken to them first, especially if you copy in the land lord (if appropriate), but I'd still rather speak face to face.
3. Two rights DO NOT make a wrong. While you might find it satisfying to give them "pay back" through making nise yourself, it will only weaken your case should you try to resolve the problem.
I agree. I don't like "confrontation" it can get ugly. I've always gone by the principles "softly softly catchee monkey" and "kind words turn away wrath" and so far they've not failed me. Mind you I've been lucky and never had to deal with chavvy types who might be immune to such an approach!

Knock on there door one day and make them feel really small, me personally would feel ashamed if someone had to come to my house and requested i turned my music down, even more say if i was aware you had kids, hopefully they have a little sense.

It reminds me of when I had noisy neighbors at one of my old addresses, after trying the nicely approach and still getting nowhere, to the point they "knew" it was bothering me, I ended up (after having no sleep all night), finding the most irritating song I could find, and sticking it on repeat at full "bass" blast, and then going to work for the day. Knowing these "louts" had been up all night thinking it was funny, come 7am - 6pm (their sleep time) I had left for my day, leaving my house shaking.
Sounds extreme, but after Months of it, I was by then at the end of my tether. I got home from work to turn the stereo off, I got an apologetic letter from them, and they switched off at a reasonable time for me to sleep, in effect it worked for me.
I am not suggesting you do this of course, but I do sympathize with your predicament, especially if they are well aware of the problem.
Try knocking and asking nicely, stating the reason (its possible they are not aware of the situation), and proceed from there, up until you either complain to their landlord or the authorities (who now have powers to seize their stereo if they do not comply).:A:dance:1+1+1=1:dance::A

You have to work out whether
a) they are unaware of the pain they are causing you (so open to change)
or
b) are aware and don't care ( problem city)0
