Two main things in this question, to my mind - importance and timescale. Different situations will require a different approach. I guess they will be expecting to say you would try to talk them round, get their buy-in etc. But there are some situations where you just can't do that! Someone is breathing down your neck, you will lose a contract because of something that has gone before, etc. Some situations you have to say I'm sorry you feel that way. I'm afraid this is the way it has to be right now, but I'm happy to revisit later when its more appropriate.
Obviously mostly you would want to get people to come round to your viewpoint or at worst to find an acceptable compromise, but are they looking for evidence that you are prepared to take tough (and possibly unpopular) decisions if you have to?

I have got it split between diff scenarios with the added bit of....a decision made today may be right for today, but tomorrow or a month from today the decision may no longer be the right one and so will need or can be re-evaluated at that time. Yes, that's what I meant with the revisit later bit. Sometimes you just have to do it and hope it's the right decision, then evaluate how it worked out and maybe change your approach the next time.0

can you brainstorm some bullet points or key words etc?
ok my thoughts which may be a bit too wishy washy for you.
find out why they don't want to follow your instruction direction.
a) is it that they think it is a wrong move
b) is it that they don't want to do what is involved. do they think they don't have the time/ resources skills.
If a) - why do they think it is wrong
- do they have a clear understanding of why you believe it is necessary. maybe ask them to feedback to you what they understand your reasoning to be.
- do they have an idea of their own that they believe would be better.
Then see if their is a way forward from there. Is their idea better then use it. but if you are not convinced then stick to your guns
if b)Look at what the problem is from their point of view - are they reasonable concerns . If so see if there is a way to manage them.
eg asking a less skilled person to take over some of the lower skilled workload that the person has, get them to work in partnership with someone who has complementary skills to fill the gap. extend the deadline on this or other parts of their work if possible. Arrange access to the necessary resources if possible.
Consider if someone else would be better placed to do the work.
If you are not convinced by their reasoning then stick to your guns.
But I don't know if this would fit the ethos of where you are applying or what sticking to your guns would practically entail.

You are all so brilliant!! seeing what you are thinking makes it make more sense, if that makes sense! i think the pressure of the situation makes it hard sometimes to get thoughts from head to paper, but now the words seem to make a bit more sense and I keep second guessing myself....I really hate being so stressed.

Just thought I'd add my twopenneth Munchki - as jo just said, I would initially try to find out what the reason was behind their reluctance. It could be that they have been doing the work for a long time and are set in their ways, and just need reassuring that they will have the support they need to change how they work. It may be that they are concerned that their job is under threat and so feel they have to keep the status quo in order to stay in work, again reassurance would be needed. Or it could be that they have seen similar changes tried previously that haven't worked and their concerns are legitimate, in which case their input could be invaluable in tweaking the changes you are wanting to make and coming up with a better solution.
