I remember when I was 15, and the only account I had was a Nationwide Savings account with a Cash Card. They wouldn't (nationwide...) give me a normal account until I was 16.
So I sold some stuff on eBay that I found in my attic (an antique Commodore Pet 2001 that I refurbished) and got £700 paid into my Nationwide account which I went into branch to withdraw.
They said I could only withdraw £100 a day and would have to take it out over the course of seven working days.
I politely requested that I hear confirmation of this rule from a manager, which I did, so I sat down, cross legged, and proclaimed that I am not moving until I have my money.
They threatened to call the police, so I advised "Please do, and you can explain why you are refusing to give me what is legally mine!".

YesSince the smallest amount most cash machines will give is £10, it's not beyond reason that you might have less than that in your account, still be (technically) solvent, and need actual cash for something.
I remember when I was a student in Lancaster withdrawing my last £3.64 in the world (over the counter) which had to last me 4 days until my student loan went in. Couldn't have done that by debit card, as it had to include a bus fare too...
And what about if you want small sums of cash because you budget better that way? Lots of people have difficulty treating debit card payments as "real" money - and yes, you could say they should try harder, but why not let them have their OWN CASH?0 -

Because people complain that the queues are too long because people are getting £1x5 out of their accounts.

To be honest I think the people complaining about the length of the queue are idiots. I would imagine that if the OR had been given her £6 when she asked for it she would have left. The amount of time spent discussing the reasons with the cashier and manager would make the queue longer meaning of course they would be complaining even more.
By the way my local corner shop does not accept cards and I know of others like that as well0 -

FYI I always take a fiver with me to the post office as their card readers are somewhat unreliable where I live.
Try and find a cashpoint that hands out fivers. It saves the faffing.
In Exeter there used to be a cashpoint at the back of Lloyds TSB (the one on the left) that gave out fivers.
It doesn't any more, but the one outside HSBC does (again, the one on the left). You may have one near you, too
