    The Anti-social Behaviour Act 2003 amended the Noise Act 1996 and enables local authorities in England and Wales to tackle night time noise emitted from dwellings and gardens between the hours of 11.00 pm and 7.00 am. To enforce these powers local authorities must ensure that an environmental health officer takes reasonable steps to investigate complaints about noise emitted from dwellings. If the officer is satisfied that noise exceeds the permitted level, a warning notice may be served on the person responsible. If the warning is ignored, the officer may issue a fixed penalty notice of £100, enter the dwelling and confiscate the noise making equipment (obstructing confiscation carries a fine of up to £1000), or prosecute (fine up to £1000). In Scotland similar action can be taken under the Anti-Social Behaviour (Noise Control) (Scotland) Regulations 2005.An extension of the Noise Act came into force in February 2008, enabling local authorities in England and Wales to tackle night time noise from licensed premises.

    Yes you are their to study, but you are all young so do not expect a graveyard at night. I would personally speak to your hallmates and explain nicely that they are being too loud during the week, and if they could Sunday to Thursday keep the noice down ,they might not even realise they are bothering you (most people are quite reasonable in real life).

    Nope didn't need to. Went to Tenerife on gap year, came back to UK, found a job and thankfully worked my way up (use spell checker) but I live by a general rule, by treating others, how you want to be treated.

  • Have just come across this post am I am very surprised by the responses on it stating that student accommodation is noisy.

    I stayed in halls for my first 2 years of uni in the 90s and we were only allowed to make noise between 12-14 and 17:00-19:00. Outside of that it did have to be dead quiet or you were given a fine, or for repeated offences kicked out.

    Afterall the point of going to university is to study, if you want to make a noise go do it some-where else, but not in the halls were people are trying to study.

    Though I wonder if my experience is different because I went to university in a country were you had to pay for everything. No grants, no top up fees payable in 20 years time. You treat something with a lot more respect if you have to pay for it.

    Have you talked to your tutor/hall administrator about the noise. You'll probably find that in the contract, they are not allowed to make noise late at night (or words to that effect).

    A friend of mine had a similar problem once, and got in contact with the powers that be, who warned everyone else that if they didn't stop making so much noise in the early hours, they'd be kicked out.

    That sounds like a fun uni!! Sounds more like living in the army ;). Halls are noisy....it is the biggest life lesson in appreciating that not everyone thinks or lives the same as you do!! OP if you have an issue with the noise then speak to the manager of the halls and see what they say. But unfortunately if you are living in halls you have to expect noise, not necessarily all night, but they are definitely not quiet places to live. And as for paying rent on 2 properties that was your decision I'm afraid. You have signed a contract on both properties i am assuming, so you are liable *shrugs*

    I am quite mixed on this situation.

    You are there to learn,yet if your sleep is affected then so is your concentration the next day and so is your education......

    although i do agree that you should expect a certain amount of noise in halls,im certain that if half of the posters on here had very noisy neighbours where they live night after night,they to would be complaining in the same way the OP has.

    I have never been in that situation and i would never want to be in it whether it be in halls or my next door neighbours,it sounds to me like the OP is serious about there uni education and it is being spoilt by others who just want to party.

    Actually they were the best years of my life and a lot of fun. There were plenty of places on and around campus to get up to all sorts of trouble ;) But in the halls you were expected to respect the fact that people might be studying or sleeping.

    As for realising that not every-one lives the same as you do, why should only the people who prefer to live in a quiet environment have to learn that lesson? Perhaps the noisy inconsiderate ones should learn that not every-one lives the same as they do as well.
